In years past SEO could be successful purely by manipulating web site design, tags, copy etc. In some cases you could even get good rankings by unethical SEO methods such as on page keyword stuffing etc. Google then came in and changed all that by further qualifying web sites by link popularity. Simply put if your web site is so great than other sites should in theory be linking to it as well. As with anything link popularity was abused for SEO purposes- link farms were created solely to build complex geometric linking triangles, reciprocal linking was put on steroids solely to improve link popularity, and most recently an entire industry has developed around selling text links solely to build link popularity. Each of these techniques has been / is being factored out of the link popularity algorithm.
